Chief: David Hall

As a lifelong resident of Spencer County, I grew up in Grandview, Indiana, and attended South Spencer School High School. After graduating in 1984, I married my wife and soulmate, Debbie (Louden) Hall, in 1987. We have two wonderful children that I am extremely proud of, a son, David Hall, Jr. and a daughter, Heather (Hall) Eastwood. We are blessed to have eight precious grandchildren – five young ladies and three young men.

From my childhood, I have always enjoyed hunting with dogs. I’ve had Coon dogs and Beagles for the majority of my life, and thru the years I have developed many lifelong relationships that I would not have made if it was not for the hunting dogs.

I first began my Law Enforcement career in 2000 with the Rockport Police Department under then Chief of Police, Sonny Tharp, and continued my career there until 2008. In 2003, I started the first K9 Program in the history of the Rockport Police Department. I held that position until 2008, when I left the City of Rockport to continue my K9 career working for the Spencer County Sheriff’s Department under then Sheriff Kermit Lindsey until 2019. I left the Sheriff’s Department in 2019 to work for the Evansville Vanderburgh School Corporation Police Department as a School Resource Officer from 2019 to 2021.

In 2021, I accepted the Chief of Police position for the City of Rockport. During my first year as the Chief of Police, we have made great progress in working closely with the South Spencer School Corporation promoting School Safety and Education. We implemented our Safety Pup Program and improved the D.A.R.E Program by adding an Officer to teach the program to the children in our schools. We have also implemented a K9 Program in our Department to combat the illegal drugs that plague our community. I am proud of our accomplishments and very proud of the men of the Rockport City Policy Department for stepping up and taking on roles to make our community safer.

Captain: Jake Philipps

Jake Robert Philipps, son of Robert and Robin Philipps. I was born in Owensboro, Kentucky and raised in Grandview, Indiana. I attended South Spencer High School and played for their baseball team. I played for the 2015 state championship team and loved every minute of it. I started my law enforcement career in August of 2017 working for the Spencer County Sheriffs Office, assigned to Community Corrections. I graduated from Ivy Tech Community College in December of 2017 with an associate degree in Criminal Justice. I was then hired by the Spencer County Sheriff’s Office as a Correction Officer in January of 2018, and sometime later in 2018 I was hired as full-time Deputy. My time as a Deputy was short but very enjoyable. I then accepted a job as a Patrol Officer for the Rockport Police Department in April of 2019. I attended the Indiana Law Enforcement Academy in 2019 and graduated in December 2019. I received a lifesaving award for preforming life saving CPR in May of 2020. I became a certified School Resource Officer in February 2021. I was promoted to the rank of Captain in late 2021.1 became a certified General instructor for teaching Law Enforcement Officer classes in 2022. I then become a certified D.A.R.E instructor in 2022. Teaching D.A.R.E has been the most rewarding adventure for me as a Law Enforcement Officer. I believe that serving my community that I have been raised around is a great honor and I enjoy my days here.
